The purpose of the Basin 2/3 Collection System Improvements project is to improve the ability of the overall wastewater collection system to manage heavy seasonal rainfall to help prevent sewer overflows and to meet regulatory requirements. During heavy rains, the wastewater collection system capacity is overwhelmed by the amount of rainwater that enters the system through infiltration and inflow. This causes overflows at locations around the city, such as manholes and at the wastewater treatment plant. These overflows contaminate city streets, creeks, lagoons, beaches, and the San Francisco Bay.
Pump stations in the wastewater collection system are critical for ensuring that flow can be moved effectively throughout the system to the wastewater treatment plant. Pump stations lift wastewater from low elevations to high elevations so that it can continue flowing by gravity from homes and businesses throughout the city to the treatment plant. Increasing the pump station capacity to move wastewater is another way to reduce the risk of sewer system overflows around the community.
The Basin 2/3 Collection System Upgrade is a combination of several Capital Improvement Projects, including upgrades and rehabilitation of the 38th Avenue and 41st Avenue pump stations and associated piping. These pump stations were identified as high priorities for rehabilitation, and they are key to reducing backups within the collection system:
- 38th Ave./El Camino Real Pump Station Upgrade: Expands the pump station’s capacity to 1,180 gallons per minute (gpm) to meet the peak wet weather flow. This upgrade includes installing a new, submersible pump with associated discharge piping, generator, and a more efficient operating system.
- 41st Ave./Pacific Blvd. Pump Station Upgrade: Increases pump station capacity to 1,736 gpm to meet the peak wet weather. This upgrade includes installing a new, submersible pump with associated discharge piping, generator, and a more efficient operating system.
These projects are in the design phase with design completion scheduled for February 2019. Construction is scheduled to begin in summer/fall 2019.
