The Partners and Regional Customers

The City of San Mateo and Foster City/Estero Municipal Improvement District (EMID) co-own the San Mateo Wastewater Treatment Plant (WWTP) through a Joint Powers Agreement (JPA), enacted in 1974.

The City of San Mateo operates as the Plant’s “lead agency,” owning approximately 75% of the WWTP. San Mateo is responsible for operation and maintenance of its own collection system.

Foster City Logo

Foster City/Estero Municipal Improvement District (EMID)

The Foster City/Estero Municipal Improvement District owns approximately 25% of the WWTP. Foster City/EMID is responsible for operation and maintenance of its own collection system.

Belmont, County of San Mateo, and Town of Hillsborough Logos

Hillsborough, Belmont, the Crystal Springs County Sanitation District, and areas of unincorporated San Mateo County

The WWTP also treats wastewater from these surrounding communities. These communities pay the City of San Mateo to treat their wastewater and are responsible for operation and maintenance of their individual sewer collection systems.
