Phase 3 Construction at the Wastewater Treatment Plant Upgrade is Underway

Construction of the Wastewater Treatment Plant upgrades continue to make great progress. Phase 3 construction is underway, and activities include construction of the new treatment facilities, administration building, and warehouse. The framing of the exterior of the administration building is completed. Installation of interior utilities and walls is nearing completion. The Administration Building is anticipated to be completed in spring 2023, and the framing of the warehouse has begun. The contractor has poured approximately 95 percent of the 32,000 cubic yards of concrete for this project. Electrical switchgear, transformers and four generators for the new electrical building are being installed. The contractor has installed two new generators in the existing main structure as well as completed modifications to the refueling system.

Ongoing construction activities include formwork and rebar, concrete pours, installations of pipe and electrical, installation of odor control equipment, and work on various treatment structures. Miscellaneous site work, including installation of the membrane permeate pipe and secondary effluent pipe, water main and water loop for fire protection, and electrical duct bank are ongoing.

The City is committed to minimizing the effects of construction on the neighboring community and will be using several noise reduction and control measures during this work.

Dale Avenue Pump Station Project- Emergency Standby Generator Installation

The City has been working to replace the existing emergency standby generator with a new emergency standby generator. The new generator will be installed once it is received from the manufacturer. The purpose of the new emergency standby generator is to provide a power supply to the pump station in the event of a power outage. The pump station is vital for the operation of the City’s sewer system and must remain operational 24/7. The new generator will be installed east of the pump station building, as shown in the image below.

The ongoing emergency standby generator installation will consist of site preparation, excavation, foundation piles, concrete pours, generator placement, wiring, and piping installation. Construction of the generator is anticipated to start in Spring 2023 and last a few months.

During the installation of the generator, residents can expect to experience some short-term inconveniences, such as noise and vibration due to trucks and equipment operating around the sites. Mitigation measures will remain in place to minimize the effects of the project on residents.

A Basin (North Basin) Sewer Rehabilitation Project Construction is ProgressingMap of A Basin

The purpose of the A Basin Sewer Rehabilitation Project is to repair and rehabilitate existing sanitary sewer pipelines and manholes. This project is part of the City of San Mateo’s rehabilitation of the overall wastewater collection system.

Construction to repair sewer pipes and manholes began in August 2022 and will continue until summer 2023. Most of the work will occur in City streets, including some high-traffic areas. Several different methods of construction, such as open-cut trenching or different trenchless technologies, will be used based on the current conditions of each site and to reduce potential impacts on the public.

Mitigation measures will be in place to minimize the effects of the project on residents, businesses, commuters, and others. Notifications will continue to be sent ahead of construction to alert businesses, property owners, and occupants.

B Basin (West Basin) Sewer Rehabilitation Project is in Design

As part of the City of San Mateo Clean Water Program, crews performed Closed-Circuit Television (CCTV) inspections for the B Basin project. Crews utilized a remote-controlled camera to help the City check the condition of pipes and obtain information that enables the City to identify problem areas in the collection system. The results of the CCTV will help the City and its engineers with the design of the project. This project is currently in the design phase and construction is anticipated to begin in fall 2023.

Notifications will be sent to residents and businesses prior to the start of work, and the contractor will provide additional notices two to three days prior to work starting in your area.

C Basin Sewer Video Investigations ContinueMap of C Basin

As part of the City of San Mateo Clean Water Program, crews are working to perform Closed-Circuit Television (CCTV) inspections for the C Basin project. Crews utilized a remote-controlled camera to help the City check the condition of pipes and obtain information that enables the City to identify problem areas in the collection system.

The work performed includes cleaning and video inspections of approximately 40,000 linear feet of pipe in the public right-of-way, 110,000 linear feet within easements on private property, and approximately 800 manholes.

Notifications will continue to be sent to residents and businesses prior to the start of work, and the contractor will provide additional notices two to three days prior to work starting in your area.

Delaware Street Sewer Relief Sewer Project Construction is UnderwayMap of Delaware St. project

Construction of the Delaware Street Sewer Relief Sewer Project began in June 2022 and is making great progress. This Project is part of the City of San Mateo’s Clean Water Program to improve the overall collection system to manage heavy seasonal rainfall, prevent sewer overflows, as well as help the City comply with regulatory requirements.

This project consists of the construction of approximately 2,400 feet of new 30-inch diameter sewer pipe. The work is being performed in the Caltrain right of way between the north end of the Hillsdale Caltrain Station parking lot near 28th Avenue to the junction of Pacific Boulevard and Delaware Street.

Progress Continues on UFES Project

The UFES project continues to make great progress! As of January 20, 2023, over 9,000 cubic yards of concrete have been poured at the San Mateo County Event Center site, and the walls of the underground concrete structure are complete. A series of pours planned to start in February will create the ceiling of the structure. Preparations for the ceiling pours began earlier this month.

Construction continues the nearby electrical building at the Event Center site and the diversion structure on South Delaware Street near the intersection with Saratoga Drive.

The ongoing pipeline work along South Delaware Street has begun to ramp down; several of the pits will be backfilled and the road restored in segments during the coming months.

Pipeline work along South Delaware Street and Saratoga Drive is expected to be complete in Spring 2023. The City anticipates that the UFES project in its entirety, including work at the San Mateo County Event Center, will conclude by the end of 2023.

Please watch for traffic signs, which are placed in specific areas to provide direction and ensure the safety of drivers.

Approved work hours are as follows:
San Mateo County Event Center Site: 7 a.m. – 7 p.m.; Saratoga Drive: 7 a.m. – 5 p.m.; South Delaware Street: 7 a.m. – 5 p.m.
