Wastewater Treatment Plant Project – Anchor Road’s Temporary Parking Space Ready for Use
Construction at the Wastewater Treatment Plant is progressing. Ongoing construction activities will continue through the end of 2022.
As part of the Wastewater Treatment Plant Project, the Anchor Road Passive Open Space is prepared to be used for temporary construction parking, a decision approved by the City of San Mateo Park & Recreation Commission and San Mateo City Council prior to construction. Within the next few weeks, you will notice this space being used as planned.
Limited public parking is available on Anchor Road, and bike and pedestrian access will be maintained. Construction crews will use this space until November 2023. Once construction is complete, we’ll remove the temporary construction parking.

Phase 3 and Pipeline Work for the Clean Water Program’s UFES Project Continue
Since starting in February 2021, Phase 3 construction of the UFES project at the San Mateo County Event Center site has progressed significantly. During this phase, soil from inside the shoring system is being removed, and any water occurring inside the excavation is removed as it is encountered. The ongoing work includes additional equipment, heavier construction, and increased truck traffic for hauling soil from the San Mateo County Event Center to and from Delaware Street. This phase of construction is expected to be complete this summer. Approved work hours at the Event Center site are between 7 a.m. and 7 p.m., Monday through Friday.
Preparations for pipeline work along Saratoga Drive also started in February. Pipe installation will begin this month. While we continually strive to minimize the impacts of our work on our neighbors, you may hear some noise and feel minor vibrations if you are close to where the work is occurring. Approved work hours for work along Saratoga Drive are between 8 a.m. and 4 p.m., Monday through Friday.
Traffic control measures remain in place. The single eastbound lane of Saratoga Drive is being used for Event Center traffic only. The single westbound lane of Saratoga Drive allows for through traffic to Delaware Street. Signs are placed in specific areas to provide direction and ensure the safety of drivers.

El Camino Real Sanitary Sewer Rehabilitation Project
The El Camino Real Sanitary Sewer Rehabilitation Project is making great progress. The work being performed is part of the City of San Mateo’s Annual Sewer Rehabilitation Program for the overall wastewater collection system. Improvements to the City’s sewer system will help prevent sewer overflows and help the City comply with regulatory requirements.
This project consists of the rehabilitation or replacement of sewer pipeline and rehabilitation of 79 manholes. Most of the repairs will be spot repairs and lining work, with some segment replacements. The rehabilitation work will be performed at multiple sites within the City streets, including some in high-traffic areas. Mitigation measures will be in place to minimize the effects of the project on residents, businesses, commuters, and others. Notifications will continue to be sent prior to the start of construction to ensure occupants and business owners are well-informed about the project and the construction schedule.

Basin 4 Collection System Improvement Project
This project is part of the City of San Mateo’s Annual Sewer Rehabilitation Program for the overall wastewater collection system. Improvements to the City’s sewer system will help prevent sewer overflows, as well as help the City comply with regulatory requirements.
The City of San Mateo’s contractor completed utilities potholing at various locations to support the design of a future sewer capacity improvement project. During the next several months, engineers will work to finalize the design. Notifications will be sent prior to the start of construction to ensure residents and business owners are well-informed about the project and the construction schedule.

E Basin (South Basin) Sewer Rehabilitation Project Has Begun!
San Mateo’s stormwater and wastewater collection system includes a network of 240 miles of pipeline divided into five major sewer basins. The City’s Public Works Department performs thorough condition assessments of the sewer system, tracks the condition of the system, and performs routine maintenance of the pipes.
The E Basin project is one of the City’s five basin projects that performs routine maintenance of the sewer system and regularly cleans and inspects all sewer mains. During the next 6 months, contractors will perform video inspections using a remote-controlled camera, to allow the City to collect information it can use to identify problem areas in the collection system and plan for future rehabilitation and repair, such as spot repairs, lateral repairs, pipe lining, segment repairs, manhole repairs, etc.
Ongoing work includes cleaning and video inspection of approximately 206,000 linear feet of pipe in public right-of-way and 49,000 linear feet in easements on private property and approximately 1,300 manholes. Improvements to the City’s sewer system will help prevent sewer overflows and help the City comply with regulatory requirements.
Notifications were mailed to residents and businesses prior to the start of construction, and the contractor will provide additional notices 2 to 3 days prior to work starting in your area.

Dale Avenue Pump Status Project Construction Continues as Planned
Construction of pump station improvements and rehabilitation of the second pipeline for the Dale Avenue Pump Station Upgrade project will begin soon. The pipeline work will start April 14 and will end in September 2021. Work at the pump station will resume at the same time and will be completed in October 2021.
The first phases of construction were completed at the end of 2020. The remaining work associated with this project will complete upgrades and rehabilitation of the pump station and its associated pipelines that convey wastewater from the Dale Avenue Pump Station (at Dale Avenue and Norfolk Street) to the wastewater treatment plant at the east end of Dale Avenue.
Crews will dig access pits at four locations (see map) along the second pipeline to inspect the pipe, construct access structures and clean and inspect the interior. After the structures are built, a specialty pipe-lining process will begin and be installed between the structures.
Residents can expect to experience some short-term inconveniences, such as truck noise, equipment operating around the sites and generators running the dewatering pumps. Residents can expect some odors and traffic delays. Mitigation measures will be in place to minimize the effects of the project on residents. Mufflers and sound curtains will be used to limit the noise.

The Latest on the County of San Mateo’s Health Orders
As the County of San Mateo’s COVID-19 Health Order continues to evolve, we follow all guidelines and safety instructions to ensure your infrastructure continues to improve during this time. Increased traffic and activity at the San Mateo County Event Center is expected now through the summer. Traffic patterns are expected to change over the coming weeks and could change suddenly. Please follow all directional street-level signage.
