Wastewater Treatment Plant Upgrade and Expansion Pile Driving Began July 6
Construction of the Wastewater Treatment Plant is making great progress. On July 6, 2021, the final phase of pile driving began and will extend over the next 2.5 months.
Approximately 400 foundation piles will be driven to support the structure, keep it in place during seismic events, and to prevent uplift (floating) from groundwater levels at the site. Pile driving is an important construction method to ensure stability in the Bay Mud that underlies the site.
Pile-driving noise will vary, depending on the location, environmental conditions, and type of soil. We understand that pile driving can be an inconvenience to nearby businesses and residents. The City is committed to minimizing the effects of construction on the neighboring community and will be using several noise reduction and control measures during this work.

Phase 3 and Pipeline Work for the Clean Water Program’s UFES Project Progressing
The City’s contractors continue to make excellent progress on Phase 3 construction of the UFES project at the Event Center site. Approximately 75 percent of the work related to excavation of the soil inside the shoring system is complete, and is expected to be 100 percent complete this summer. Increased truck traffic is expected to continue to and from South Delaware Street. Approved work hours at the Event Center site are between 7 a.m. and 7 p.m. Monday through Friday.
Pipeline installation work continues along Saratoga Drive, and similar work will begin along South Delaware Street within the next several months. Approved work hours for work along Saratoga Drive are between 8 a.m. and 4 p.m. Monday through Friday.
Traffic control measures remain in place. Signs are placed in specific areas to provide direction and ensure the safety of drivers.

El Camino Real Sanitary Sewer Rehabilitation Project
The El Camino Real Sanitary Sewer Rehabilitation Project is progressing. The work being performed is part of the City of San Mateo’s Annual Sewer Rehabilitation Program for the overall wastewater collection system. Improvements to the City’s sewer system will help prevent sewer overflows and help the City comply with regulatory requirements.
The majority of the open-cut trenching and manhole repairs are complete. Most of the remaining repairs will be performed without excavation. The project is anticipated to be complete in November 2021.
Mitigation measures are in place to minimize the effects of the project on residents, businesses, commuters, and others. Notifications will continue to be sent prior to the start of construction to ensure that occupants and business owners are well-informed about the project and the construction schedule.

Dale Avenue Pump Status Project Construction Progresses
Construction at the Dale Avenue Pump Station and along Dale Avenue is underway. Project work includes excavating two pits to rehabilitate the second force main pipeline along Dale Ave., installing fittings and cleaning and inspecting the pipelines that convey wastewater from the Dale Avenue Pump Station (at Dale Avenue and Norfolk Street) to the wastewater treatment plant at the east end of Dale Avenue. Crews have dug access pits at four locations (see map below) along the pipeline to inspect the pipe, construct access structures, and clean and inspect the interior. After the structures are built, a specialty cured-in-place pipe lining process will begin and will be installed inside of the existing pipeline between the structures.
The pipeline work is expected to extend until September 2021. Work at the pump station will resume at the same time and will be completed in late October 2021.
General work hours are Monday through Friday, 8 a.m. to 5 p.m. Certain types of activities may be approved to occur on Saturdays during the day or overnight when flows are at their lowest. Residents can expect to experience some short-term inconveniences, such as noise and vibration due to trucks and equipment operating around the sites and additional lighting. Traffic control and parking restrictions will be implemented as required for safety. Mitigation measures will be in place to minimize the effects of the project on residents. Mufflers and sound curtains will be used to limit the noise.

Pacific Boulevard Force Main Project Begins July 2021!
The purpose of the Pacific Boulevard Force Main Project is to improve the ability of the overall wastewater collection system to manage heavy seasonal rainfall. The project is part of the larger Basins 2 & 3 Collection System Upgrades, which will help prevent sewer overflows, as well as help the City comply with regulatory requirements.
Construction begins July 2021 and will extend until September 2022. This Pacific Boulevard Force Main Project will construct approximately 2,850 feet of new 14-inch force main. Several construction methods, such as open-cut trenching, horizontal directional drilling, and other trenchless technologies will be used based on the current conditions of the site and will reduce potential impacts on the public. Most of the new pipelines will be in City streets, including some in high-traffic areas. Others will be in existing utility easements on private property.
Mitigation measures will be in place to minimize any noise, dust, vibration, and traffic effects of the project on residents, businesses, commuters, and others. Notifications were mailed to residents and businesses prior to the start of construction, and the contractor will provide additional notices 2 to 3 days prior to work starting in your area.

E Basin (South Basin) Sewer Rehabilitation Project is Progressing
As part of the City of San Mateo Clean Water Program, crews are performing Closed-Circuit Television (CCTV) inspections for the E Basin project. Crews utilize a remote-controlled camera to help the City check the condition of pipes and obtain information that enable the City to identify problem areas in the collection system, such as aging sewer infrastructure, capacity issues and sanitary sewer overflows.
CCTV work began in February 2021 and is expected to continue until August 2021. The work being performed includes cleaning and video inspections of approximately 206,00 linear feet of pipe in the public right-of-way, 49,000 linear feet on private property, and approximately 1,300 manholes.
Notifications were mailed to residents and businesses prior to the start of work, and the contractor will provide additional notices 2 to 3 days prior to work starting in your area.
